Innovating Ohio Elections

Ohio State Senator Louis W. Blessing III has introduced SB 395 designed to expand voter choice while ensuring the election winner is the candidate who best and most fairly reflects the voters’ choices. The “Top Three plus Head-to-Head Matchups” system aims to:

  • Expand Voter Voice: Every registered voter will initially choose one candidate in an open nonpartisan primary election, with the top three vote-getters advancing to the general election.

  • Reduce Spoiler Risk: In the general election, voters get a say in each head-to-head matchup of the top three candidates, ensuring that the election winner best and most fairly reflects voters’ choices.

  • Enhance Representation and Accountability: This new structure incentivizes elected leaders to earn every vote and listen to people they represent.
